FERC Issues Certificate

On Friday, October 13, 2017, the Federal Energy Regulatory Commission (FERC) issued a Certificate of Public Convenience and Necessity for the Mountain Valley Pipeline (MVP) and Equitrans Expansion (EEP) projects. The Certificate comes after a Final Environment Impact Statement (FEIS), issued in June 2017, which concluded that adverse environmental impacts from construction/operation would be reduced to less-than-significant levels with the implementation of FERC-recommended mitigation measures.

FERC Issues FEIS

On Friday, June 23, 2017, the Federal Energy Regulatory Commission (FERC) issued the Final Environmental Impact Statement (FEIS) for the Mountain Valley Pipeline (MVP) and Equitrans Expansion (EEP) projects. This FEIS comes after three years of project planning and development, and takes into account recommendations from the FERC’s Draft Environmental Impact Statement (DEIS) issued in September 2016.

FERC issues the Draft Environmental Impact Statement

On Friday, September 16, 2016, the Federal Energy Regulatory Commission (FERC) issued the Draft Environmental Impact Statement (DEIS) for both the Equitrans Expansion Project and the Mountain Valley Pipeline project. The DEIS takes into account the analyzed data from the civil and environmental surveys that have been conducted, as well as the comments, considerations, and concerns of landowners, community members, government agencies, and local elected officials.

FERC Issues a Notice of Schedule

The Federal Energy Regulatory Commission (FERC) issued a Notice of Schedule (NOS) for the Equitrans Expansion Project on June, 28, 2016. The NOS lays out FERC’s environmental review process for the remainder of the project and has identified the target date for the Final Environmental Impact Statement as March 10, 2017.

The FERC Issues Notice of Application for EEP

On Thursday November 5, 2015, the Federal Energy Regulatory Commission (FERC) issued the Notice of Application (NOA) for the proposed Equitrans Expansion Project (EEP), announcing the submittal of the project’s formal application. The NOA describes the process by which stakeholders may become involved in the FERC’s review of the project. Interested parties are requested to file a motion to intervene or submit comments to the FERC by November 27, 2015. Equitrans Files Formal Application

On Tuesday, October 27, 2015, Equitrans, LP, an indirect subsidiary of EQT Midstream Partners, LP, filed an application with the Federal Energy Regulatory Commission (FERC) requesting a Certificate of Public Convenience and Necessity to construct and operate the proposed Equitrans Expansion Project (EEP), and was assigned Docket Number: CP16-13-000.

Through this formal certificate application filing, the FERC is being asked to certify the public convenience and necessity of the EEP by conducting a detailed review and evaluation of a broad number of subjects, including public safety; water resources; air quality; wildlife, soils, and vegetation; protected species; cultural and historic resources; and sound levels. Subject to regulatory approvals, construction is anticipated to begin in late 2016, with a full in-service targeted for the fourth quarter 2018.

The FERC Issues Notice of Intent for EEP

On Tuesday, August 11, 2015, the Federal Energy Regulatory Commission (FERC) issued the Notice of Intent (NOI) to prepare an Environmental Impact Statement (EIS) for the planned Equitrans Expansion Project. The NOI announces the opening of the scoping process to gather input from interested stakeholders. The FERC requests that comments on environmental issues are received on or before September 14, 2015.

Equitrans Expansion Project Open Houses

The Equitrans Expansion Project Team conducted two public open houses, one in Elizabeth, PA, on May 20 and one in Jefferson, PA, on May 21. Representatives from the FERC also attended providing the opportunity to further inform community members of the Commission’s role in authorizing natural gas facilities.

The FERC Accepts Request to Use Pre-Filing Process

On Thursday, April 9, 2015, the Federal Energy Regulatory Commission approved Equitrans, LP to use the pre-filing process for the Equitrans Expansion Project.


Equitrans Initiates Request to Use Pre-Filing Process

On Wednesday April 1, 2015, Equitrans requested to initiate the Pre-Filing Process and was issued the following Docket number: PF15-22-000. Documents related to the pre-filing process, including the FERC’s approval letter can be found in the eLibrary at http://elibrary.ferc.gov.
